The signing of the first batch of patent opening licenses in Jiangsu was settled in Zhenjiang

On July 26, Jiangsu University and 14 enterprises in Zhenjiang City held the first batch of patent opening license collective signing ceremony in Zhenjiang Jiuhua Jinjiang International Hotel. It is reported that this is the first signing of patent opening license in Jiangsu Province, which also marks the official landing of this pilot work in Jiangsu. The signing ceremony was attended by Zhu Yu, Deputy Director of Intellectual Property Service Office of Jiangsu Intellectual Property Office, Zhai Chunhui, Director of Zhenjiang Intellectual Property Office, Han Kuiguo, Deputy Dean of Intellectual Property School of Jiangsu University, and representatives of the signing enterprises.

 

The patent open license is a new system created by the fourth amendment of the Patent Law. The patentee publicly declares through the national patent administration department that he is willing to license any unit or individual to implement his patent, and clarifies the conditions such as the license fee and the license term, which can easily and quickly realize the "one to many" general license. In order to implement the deployment of the State Intellectual Property Office for the pilot work of patent open licensing, Jiangsu Intellectual Property Office recently issued the Implementation Plan for the Pilot Work of Patent Open Licensing in Jiangsu Province to give full play to Jiangsu's advantages in science and education resources, promote the market-oriented allocation of factors, accelerate the transformation and application of patents, and help small and medium-sized enterprises to innovate and develop. The Implementation Plan proposes that through a series of measures such as collecting pilot projects, releasing information to the outside world, organizing supply and demand docking, strengthening business guidance, improving incentive measures, and connecting legal systems, 20 colleges and universities will strive to participate in the pilot project, achieving more than 250 patent licenses, effectively improving the performance related to the patent transformation special plan, and warming up the comprehensive implementation and promotion of the patent open licensing system.

 

Jiangsu University, as a national intellectual property pilot university and the project undertaking unit of Jiangsu Province's patent transformation special plan, actively implemented the implementation plan of the national intellectual property office and Jiangsu Province's intellectual property office for patent opening license pilot, and explored the implementation of the patent opening license system. At the beginning of 2022, the university carried out open license patent collection, and selected 40 patents to be included in the first free open license patent list. With the support of Zhenjiang Intellectual Property Office, the first batch of open license patents has aroused a warm response among enterprises. At the signing ceremony, 14 enterprises reached patent opening licensing intentions on 27 patents, among which, the patent "a method for rapid determination of plant salt resistance" reached licensing cooperation with Jiangsu Zhanhang Agricultural Science and Technology Co., Ltd. and other enterprises, which has become a useful exploration for Jiangsu University to achieve "one to many" rapid licensing of patents and promote patent transformation.

 

It is understood that Jiangsu University will summarize its experience in patent open licensing, actively promote the selection of the next batch of open licensing patents, cooperate with Jiangsu technology trading market and other units, expand promotion channels, carry out precise industry docking, and guide innovation achievements to serve enterprise innovation and industrial upgrading.
