Jiangsu University was approved as a national intellectual property training base in 2012. Over the years, it has been committed to building a "five database integration" training resource platform, strengthening demand analysis and resource integration, scientifically and reasonably designing training course systems, enriching and improving training methods, and creating a series of distinctive training programs.

1. Standardized series training on intellectual property management

Jiangsu University took the lead in drafting the local standard "Enterprise Intellectual Property Management Specification" in Jiangsu Province. In 2013, the standard was upgraded to a national standard and revised in 2023. At the same time, the school participated in the drafting of national standards such as "Norms for Intellectual Property Management in Higher Education Institutions" and "Norms for Patent Agency Services". Based on the development of a large number of related research topics, a standardized training feature for intellectual property management has been formed. In recent years, the training has covered more than 10 provinces and cities across the country, with over 8000 trainees.

(1) Training on the Implementation of Enterprise Intellectual Property Management Standards

The base designed a standardized training system in 2009, developed standardized training software, published standardized training materials, and held the first national standardized training course in 2011, which was rapidly promoted nationwide. The training content mainly includes standard interpretation, standardized work procedures, enterprise intellectual property management system construction, and document writing. The total number of trainees exceeded 6000.

(2) Training on "Requirements for Enterprise Intellectual Property Compliance Management System"

The "Norms for Enterprise Intellectual Property Management" (GB/T 29490-2013) were revised in 2023, and the "Requirements for Enterprise Intellectual Property Compliance Management System" (GB/T 29490-2023) was officially implemented on January 1, 2024. This revision highlights the compliance attribute of the standard, providing a reference standard for enterprises to establish and improve their intellectual property management system, prevent intellectual property risks, and realize the value of intellectual property. The base started to hold new standard training in 2024 and has trained more than 400 students in Suzhou, Wuxi, and Zhenjiang.

(3) Training on the Standardization of Intellectual Property Management in Higher Education Institutions

Jiangsu University, as a pilot unit for cultivating high-value patents in Jiangsu Province, began organizing training on intellectual property management for universities throughout the province in 2014 and held a nationwide training course on intellectual property management standards for universities in 2015. The training content mainly includes standard interpretation, standard implementation workflow, and implementation requirements. More than 500 students have been trained so far.

(4) Training on the Implementation of the Service Standards for Patent Agency

Jiangsu University participated in the drafting of the national standard "Service Specification for Patent Agency" (GB/T 34833-2017) and held multiple rounds of standard implementation training. The training content focused on in-depth interpretation of patent agency regulations and service specifications for patent agency.

2. Training for intellectual property administrative personnel

To deepen the implementation of the "Outline for Building a Strong Intellectual Property Country (2021-2035)", governments at all levels and intellectual property management departments are facing new tasks and requirements in terms of their responsibilities, operational mechanisms, business connotations, and work priorities. Jiangsu University has customized a series of training courses for administrative personnel based on this training demand. The trainees have responded well to the training, and the training courses have been recognized by multiple municipal bureaus.

(1) Special training on intellectual property rights for leading cadres

In 2024, entrusted by the Shaanxi Provincial Intellectual Property Office, we will undertake a special training course on intellectual property protection for party and government leaders in Shaanxi Province. This training course focuses on the theme of "strengthening intellectual property protection and serving the development of new quality productivity", and offers 8 courses including "General Secretary Xi Jinping's Important Instructions on Intellectual Property Work and Special Guidance on Building a Strong Intellectual Property Country", "Interpretation of the Special Action Plan for Patent Conversion and Application", and "Empowering New Quality Productivity with Intellectual Property to Promote High quality Development". Organize students to conduct on-site research in Danyang, Zhenjiang and Changzhou Science and Education City to explore Jiangsu's experience in leading and promoting the development of new industries, new models, and new driving forces. Conduct on-site teaching at enterprises such as Jiangsu Yuyue Medical, Changzhou Mingsai Robotics, and Trina Solar, and conduct group discussions. At the closing ceremony, representatives of each group exchanged and delivered speeches on their learning experiences and gains based on local and field work realities. The training has achieved good results in improving awareness, broadening horizons, updating concepts, and enhancing abilities; Through targeted research, we have gained a comprehensive and multi-dimensional understanding of the close relationship between new quality productivity and intellectual property rights, which has been highly recognized by the client. Nearly 60 people, including members of the Shaanxi Provincial Intellectual Property Work Leading Group, responsible officials from relevant provincial departments, responsible officials from various city (district) governments, main responsible officials from intellectual property departments, and responsible officials from relevant departments of the Provincial Intellectual Property Bureau, participated in the training.

(2) Market supervision and management system intellectual property business training

The base has undertaken training on intellectual property business for internal personnel of market supervision and management systems in multiple cities within the province, including Zhenjiang, Yangzhou, Huai'an, etc. The training courses mainly include interpretation of the national intellectual property management system and key work, basic training on intellectual property, interpretation of intellectual property policies, application and protection of intellectual property, theory and practice of patent navigation, and other related courses. Currently, more than 400 people have received training.

(3) Administrative adjudication of patent infringement disputes and training on intellectual property protection

Based on the work characteristics of intellectual property administrative law enforcement personnel, the base has scientifically and systematically designed training courses, including patent infringement determination, difficulties and practical sharing of patent administrative law enforcement work, etc. Currently, more than 300 people have been trained in Yangzhou and Zhenjiang cities.

3. Enterprise intellectual property talent training

Based on long-term research and service practices in enterprise intellectual property management, the base has formed a multi-level and distinctive training system for enterprises.

(1) Training for Corporate Executives and Directors

The base took the lead in exploring and designing the training curriculum system for intellectual property directors in 2013, and promoted its application in the provincial intellectual property director training projects undertaken in 2014 and 2015. More than 1800 trainees were trained with a satisfaction rate of over 90%, and the enterprise intellectual property sample information database, director training teacher database, and enterprise director database were established. Since 2014, we have been hosting executive training for national intellectual property demonstration enterprises for three consecutive years. We have conducted training and group discussions on topics such as intellectual property situation and policies, tracking of intellectual property hotspots, realization of strategic value of intellectual property, construction of intellectual property management system, risk management of intellectual property, operation of intellectual property, capitalization of intellectual property, patent navigation and layout, and establishment of patent alliances. We have received high praise from our clients and students. In 2024, we won the bid for the "Enterprise Intellectual Property Protection Capability Enhancement Class" special training project in Wuhu City, targeting executives from outward oriented and specialized new enterprises in Wuhu City. The training class was successfully completed in September 2024.

(2) Intellectual Property Specialist Training

In 2019, the base undertook the provincial intellectual property engineer training project and conducted 19 sessions of intellectual property engineer training throughout the province. By improving the remote online teaching platform and training management system, actively developing online courses, organizing courses, and connecting excellent teachers, we have successfully completed the training tasks for more than 2800 people in the province. For many years, we have continuously undertaken the training of intellectual property experts in Zhenjiang City, training more than 150 students annually. The training has been effective and the satisfaction of the students is high, cultivating a large number of "knowledgeable people" in intellectual property work for enterprises.

(3) Training on technological innovation ability for enterprise employees

Since 2023, the base has cooperated with the Provincial Federation of Trade Unions to carry out a project on technology and service delivery at the grassroots level - training for enterprise employees' scientific and technological innovation capabilities. It has also cooperated with various districts and counties to provide training for relevant industries, enterprise trade union chairpersons, enterprise model workers, members of innovation studios for skilled craftsmen, first-class industry workers (excellent team leaders), and scientific and technological innovation workers. The training has been conducted multiple times around the spirit of the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping's important discourse on scientific and technological innovation, innovative thinking and methods, enterprise independent innovation and core competitiveness, intellectual property protection and application practices, and has achieved good social response.

4. Talent cultivation for the transformation and application of intellectual property rights

As a sub base of the National Technology Transfer Talent Training (Jiangsu) Base, the base actively guides training with research results related to patent value analysis, conducts training on patent transformation and application, and creates a series of influential training programs.

(1) Practical training on patent operation and patent value analysis

Since 2013, the base has held elite training on patent value for six consecutive years, exploring and establishing a teaching mode of practical operation and case simulation of patent value analysis. Small class teaching and group discussions have been implemented, and the response from students has been enthusiastic. More than 400 students have been trained, and a group of loyal fans of intellectual property rights have been cultivated, generating a good social impact.

(2) National Intellectual Property Operations Talent Training

In 2019, the base began to expand the scale of operation talent training, with comprehensive training of operation talents divided into four topics. The training adopts an advanced mechanism and includes simulated discussions, guiding students to group and discuss roles through case studies. In 2019, the training was held in Nanjing, Suzhou, Dalian, Haikou and other places, with over 500 participants and a warm response from the society. The China Intellectual Property News and other media outlets conducted special reports on it. The project has been ongoing for many years and has achieved good results.

(3) Joint cultivation of international intellectual property talents through industry university research collaboration

Since 2017, the base has been holding international talent training for intellectual property through industry university research cooperation. The internationalization content is mainly reflected in two aspects: one is to organize participation in the "Sanjiang Intellectual Property International Forum", and the other is to invite internationally renowned experts to give online lectures. At present, multiple sessions have been successfully held with over 300 trainees.

5. Other specialized training on intellectual property rights

This series of training is mainly aimed at specialized training projects with special needs. Based on the actual needs of the target audience or specific training themes, targeted training courses are designed, and experts and scholars in relevant fields are invited to give lectures to achieve the best training effect.

(1) Assist in the training of industry strong chain patent navigation

The training is supported by patented virtual simulation software and the Technology and Innovation Big Data Platform (IPDataX), guiding students to complete the production of digital intellectual property screens through "practical training". The training registration is extremely popular, and the course has received unanimous praise from students. In 2024, two phases of patent navigation training were completed, with over 230 trainees. The first patent navigation training course was a complete success.

The patent navigation training focuses on practical training, including patent navigation overview, patent navigation information retrieval training, patent navigation analysis training, and patent navigation analysis report writing. Three quarters of the courses are completed on the computer, relying on the patent navigation virtual simulation software and technology and innovation big data platform (IPDataX) independently developed by Jiangsu University to guide students to group for patent navigation process training, patent retrieval analysis training, and patent navigation digital big screen training. Finally, the trainees successfully completed the exquisite patent navigation digital big screen. To ensure the effectiveness of teaching and training, multiple senior patent agents were provided on-site for guidance. The trainees actively communicated and had lively discussions, and the training results far exceeded expectations.

The patent navigation training focuses on practical results. After leading students through a two-day training course, we also teach them how to fish and provide them with a long-term account on the Technology and Innovation Big Data Platform (IPDataX) for free. The IPDataX platform is independently developed by Jiangsu University based on the WIPO Technology and Innovation Support Center (TISC), with the concept of "Intellectual Property Big Data+". It not only provides patent navigation functions, but also carries out patent search analysis, patent custody monitoring, intellectual property lifecycle management, as well as the construction of industrial intellectual property protection and operation platforms.

(2) Intellectual Property Innovation and Entrepreneurship Training

In order to promote technological innovation and transfer, stimulate entrepreneurial passion, the base actively carries out intellectual property innovation and entrepreneurship training, focusing on intellectual property and industrial development, patent mining and deployment in innovation and entrepreneurship, intellectual property financing practice, risk assessment and prevention in innovation and entrepreneurship, and conducting discussions, exchanges and practices. The training course has been successfully held for many years since 2016, with over 200 trainees.

(3) Training for Intellectual Property Teachers in Primary and Secondary Schools

In order to cultivate a teaching staff familiar with technological innovation and intellectual property education in primary and secondary schools, the base began to hold national intellectual property teacher training for primary and secondary schools in 2016. Each training session organized on-site visits to innovation and entrepreneurship practice platforms to enhance the effectiveness of teacher education and training through personal experience and feelings. At present, the training has been held in multiple locations in Nanjing and Zhenjiang, with over 300 participants.
